The Scheme proposes to strengthen at least 10 State level EDIs preferably in industrially backward States. This should generate an additional capacity to train about 500 ED trainers or motivators, 2000 barefoot managers, 20,000 entrepreneurs and 20,000 to 40,000 educated uneployed youth under self-employment scheme.

The Scheme will be implemented by SIDO. The central assistance will be only catalytic and supplementary to the contributions and efforts of the States/ UTs and other agencies involved in the programme. The financial assistance will be for specific needs like

- improvement in areas like building

- training aids/ equipment

- other support services

The State Governments will examine the expansion/ modernisation programmes of EDIs and forward their recommendations. The proposals should clearly indicate the item-wise estimated cost of the project and the sources of finance.
