Computerisation of District Industries Centres (DICs)


Information & Facilitation Counters in the office of DC(SSI) and its Major Field Institutions

The basic idea behind the information and Facilitation Counter is to provide speedy and easy access to information to the public on the services and activities of the DC (SSI) and related institutions in the area of small scale industry promotion and development. Information Centre is computerised and supplemented by hard copies of information such as brochures, pamphlets, books, etc.

Prospective and existing entrepreneurs are welcome to the DC (SSI) Information & Facilitation Counter and its field institutions. A list of general information made available is as follows:-

-Counselling & information provided to the prospective entrepreneurs: how to set up a SSI unit and assist them through proper guidance.

-Schemes and programmes implemented by the office of DC (SSI).

-Small industry policy of the Central Government.

-Small industry policies and schemes of various State Governments

-Information on the registration scheme and the registration forms.

-Information on the IDR Act and the Notifications on definition, etc. issued under the IDR Act.

-Credit policies of the Government.

-Schemes of important organisations such as NSIC and SIDBI.

-Guidelines and other information relating to PMRY.

-Access to the project profiles.

-Access to list of items reserved for exclusive purchase from small scale industries sector by Government Departments.

-Access to statistics related to small scale industries.

-Technical and marketing data, if available, relating to small scale industries.

-List of Items reserved for exclusive manufacture in SSI sector.

Information and Facilitation Counter located at Headquarters, Ground Floor near Gate No 4, Nirman Bhawan, New Delhi 110011, provides all information on the services and activities of the organisation and related institutions in the various areas concerned. any visitor can visit the counter or make enquiries over telephone on all working days at Telephone No 011-3019219. Unpriced publications are also available for distribution at the Counter. Similarly, the various IFCs located in SISIs all over the country can be contacted for information by general public.

Computerisation

The computerisation in the Office of DC (SSI) had been started more than a decade ago with the assistance of National Informatics Centre (NIC). The NIC Computer Cell at Office of DC(SSI) was set up during 1986-87. Since then computerisation of various areas such as VIP Reference Monitoring. Action Plan Monitoring, Payroll, Monitoring of Vacancies and Staff position, National and Quality Awards, Index of Industrial Production for SSI Units, Inventory Control System of Non-Consumable & Consumable items, Budget & Expenditure Monitoring and setting up of Facilitation Counter Information System (FCIS) have been taken up.

Since the inception of the computerisation, NIC has been actively involved in undertaking the various statistical surveys like National Census of Small Scale Industries of Units Registered upto March '88, Small Scale Industry Units Registered from April 88 to March '92, Sample Survey, All India Diagnostic Survey of Sickness in SSI Sector.

At present NIC Computer Centre is equipped with a UNIX based Pentium server and WINDOWS based Pentium machines, 486 based standalone PCs and terminals connected to UNIX server. Besides, the Pentium and 486 based systems have also been procured by Office of the DC(SSI) for senior officers, Library, PMRY Division. Internet connectivity through NICNET is available in the Computer Centre as well as with senior officers for providing e-mail and file transfer services using dial up modem.

In order to have reliable and fast e-mail and internet browsing facilities, the Local Area Network (LAN) is being established by NIC for the Office of DC (SSI) at Nirman Bhawan. Approximately 150 officials and staff of DC(SSI) will be provided these facilities. The Proxy and Main server machines and Radio Frequency (RF) Link have been installed and it is expected that in the first phase e-mail and internet facilities will be made available to senior officials by November'98.

Computerisation of District Industries Centres (DICs)

The computerisation of District Industries Centres (DICs) was initiated as a part of Eighth Plan Scheme on Collection of Statistics, with the aim to:

- ensure easier access to data at the state Hqrs. and at DC(SSI) Hqrs.,

- facilitate decentralised collection and validation of data and

- provide requisite processing capabilities of District Industries Centre (DIC) level so that time lag between collection of data and availability of information to the end user is substantially reduced.

In the first phase of Computerisation Plan, the state-of-art computers and communication equipments have been installed at 25 State Directorate of Industries (SDIs) and 138 District Industries Centers (DICs). The SDIs and DICs have been/are being connected together and with DC(SSI) Hqrs. through NICNET. The transmission of data on SSI Registration and production for index of Industrial Production compilation has already started from various District Industries Centres. The computerisation of balance 308 District Industries Centres to be taken up during Ninth Five Year Plan has already been prepared and is under consideration.
