Introduction

Office of Development Commissioner (Small Scale Industries) has launched a new scheme on Integrated Technology Upgradation and Management Programme called 'UPTECH' in Feb., 1998. The special features of the scheme is that it encompasses all the areas of technology upgradation and also related issues. The programme is directed to a cluster, not to an individual unit, where there is a lot of commonality in the method of production.

The objective of the programme is given below:-
  1. To carry out technology status and technology needs studies of identified clusters of traditional skills-based enterprises.
  2. To scout for and identify appropriate technologies and their provided on the basis of the status and needs studies.
  3. To facilitate contract/need based research, if any required, to adopt the available technology to the specific needs of the end users.
  4. To facilitate and promote the demonstration of technologies to the largest groups of small enterprises.
  5. To promote and facilitate the delivery of the technology from its producer to the recipient user.
  6. To promote the assimilation and diffusion of the identified technology across the cluster of small enterprises.
To start with, 10 clusters have been identified under this scheme to be taken up during IXth Plan. The clusters identified are as follows:-
  1. Tile industry along the West Coast.
  2. Toy Industry in Delhi and NOIDA.
  3. The bulk Drug and formulations industry in Andhra Pradesh.
  4. The Neem and Perfumery Industry at Kannauj.
  5. The forging industry in Punjab and in Andhra Pradesh.
  6. The Pottery Cluster at Khurja.
  7. The Food Processing industry cluster at Pune and Chittor. viii. Auto Component Industry (at Pune, Chennai and Indore).
  8. Small Scale Planning Industry at Vaniyambadi.
  9. Hosiery Sector at Kanpur.
The project cost of the scheme is Rs.6.25 crores during IXth plan.

How to make a Proposal :

As said, the proposal is for a cluster.

The proposal on the identified cluster may be submitted by State Govt./Semi-Govt./Industries Association/NGO who are related with the work of promotion and development of small scale industries. The proposal should contain the information given below.

Guidelines for Preparation of a Proposal under UPTECH Programme
  1. Diagnostic Study
    1. Introduction (No. of SSI units of similar/related/complementary unit, Production, Manpower, Export etc.)
    2. Present status of technology adopted by the industries in the cluster.
    3. Identification of areas of problems at each stage of production. (Such as process control, new technology, product design, product diversification, productivity, energy conservation, pollution control etc.) and also vendor development, market exploration, skill development, opportunities etc.
    4. Suggestion regarding improvement of problem areas.
    5. Quantification of output vis-a-vis that of existing method in term of %age, of nos. tonnes or any other suitable units and also in term of Rs.
    6. Financial outlay
    1. Total project cost, No. Manhour/man months/ rate etc.

  2. Implementation Phase (Demonstration plant)
    1. Name of implementing agencies/specialised Institution.
    2. Cost of hardware (equipment/machineries/fabrication cost).
    3. Unit's contribution 50% cost of hardware).
    4. Cost of consultancy
  3. Monitoring the effectiveness of modernisation measures.
  4. Financial assessment (comparison of benefits existing modified) (in Rs.), Payback period.
  5. Technical assessment


Compatibility of suggested measures w.r.t. small scale industries.

The scope of the work under the programme includes :

Diagnostic study, process modification/control, product design, new technology, product diversification, energy conservation, reduction in rejection rate, improvement in productivity, pollution control and also related issues like vendor development, market exploration, human skill development which have direct or indirect bearing on technology upgradation programme. The proposal should be self-contained mentioning the areas of problems, suggested remedial steps, quantification of benefits, pay-back period, etc. It should also highlights the services of any specialised institution proposed. The scope of work is not limited to any diagnostic study but it is more oriented towards the implementation of suggested modernisation measures in the diagnostic study . Therefore, a composite proposal for diagnostic study as well as implementation phase should be submitted. The cost of Demonstration Plan should be clearly mentioned.

Who can approve the proposal:

Two Committees have been set up to approve and look-after the implementation of the programme. They are Steering committee chaired by Secretary (SSI & ARI) and implementation Committee chaired by AS&DC (SSI).

Financial Support of the Project:

The project is financed by Office of Development Commissioner (Small Scale Industries), Deptt. of SSI & ARI, Ministry of Industry, Govt. of India to a maximum extent of 100% except for setting up demonstration plant where it is limited to 50%.
