Guidelines :

The Small Scale Sector has emerged as dynamic and vibrant sector of Indian economy and it has been making significant contribution to industrial production, export and employment generation. The process of economic liberalization and market reforms have opened up the Indian small scale sector to the global competition. In order to enhance the competitive strength of the small scale sector, the Government introduced an incentive scheme for their technological upgradation and quality improvement. The Scheme provides incentive to those small scale/ancillary industries who have acquired ISO-9000 (or its equivalent) certification. The incentive scheme provides reimbursement of the charges for acquiring ISO-9000 certification to the extent of 75% of the cost, subject to a maximum of Rs. 75,000/ - in each case.

The scheme has been in operation since March 1994 and 1384 SSI / ancillary units have been already benefitted from this Scheme till 31st March 2001.

The Salient features of the Scheme

1. The Scheme envisages reimbursement charges of acquiring ISO-9000 (or its equivalent) certification to the extent of 75% of the cost subject to a maximum of Rs. 75,000/ in each case.
2. Registered (PMT) Small scale/ancillary Industries in operation are eligible to avail the incentive scheme.
3. The Scheme is applicable only to those SSI/ancillary units who have already acquired ISO-9000 certification.
4. It is an all India Scheme administered by Development Commissioner (SSI), Ministry of SSI & ARI, Govt. of India.
5. The Scheme provides one time reimbursement. The amount of subsidy/financial support if any, already received under any Scheme operated by Central/State Govt./Financial Institution shall be adjusted against the entitlement of reimbursement under this Scheme.
6. The Govt. of India has extended the Scheme upto the 10th Five Year Plan i.e. 31st March 2007.

Simplification of Procedural Norms.

The procedural norms and Application Form to claim reimbursement of charges incurred for acquiring ISO-9000 have been now simplified. According to the revised procedural norms which aim at reducing the documentation work and time of processing the application, a certificate from the Chartered Accountant, certifying the expenditure incurred in acquiring ISO-9000 certification such as Application fee paid to the certification agency, Assessment / Audit Fee, Annual Fee / Licence Fee, Pre-certification expenses towards training, calibration and testing and technical consultancy etc. (excluding hotel, travel & surveillance expenses) shall be submitted alongwith the application in place of the certified copies of various vouchers / receipts of payments made to various agencies.

The Scheme Contemplates norms of reimbursement as under:
(a) Payments made to Certification Agency = Full Amount (excluding travel & hotel expenses & Surveillance charges) (b) Payments made towards (i) Consultancy; = Up to Rs. 30,000/- (ii) Training; and (iii) Calibration (Rupees Thirty Thousand only)

The entitlement for reimbursement = 75% ( (a) full Amount + (b)up to Rs.30,000/- ) up to Rs. 75,000/-

The Formats of the Application & the required documents together with “Check List” are enclosed. Registered SSI units are required to submit their Application duly completed (with enclosures) addressed to the Development Commissioner (SSI) at the following address:
