Workshop Facilities and Revenue Earned

There is only one Workshop attached to this Institute which was established in 1962. The workshop is imparting training to workers of small scale industries and willing entrepreneurs who desire to set up their units. Besides, the general engineering workshop provides common facilities to SSI units. During the year, the Workshop undertook 14 jobs for the benefit of 10 SSI units and revenue of Rs.3790/- was earned.

(i)The Institute prepared project profiles on five new items and updated four project profiles during the year. The projects include:

The Institute supplied 10% profiles to the entrepreneurs on payment basis and earned Rs 2661/-. In addition 94 EDP trainees were also provided profiles as per their requirements updating or by making available a readymade profile. In addition to the above, 47 nos of project profiles priced volumes were also sold to the entrepreneurs, institutions and NGO's.

Consultancy Services Provided

The Institute provides technical, managerial, economic and statistical consultancy to the existing as well as prospective entrepreneurs.The details for 1998-99 are given below:

Entrepreneurship Development Programme and Motivational Campaign

The Institute organised and conducted four EDP's and one motivational campaign at Muzaffarpur, Bettiah, Jainagar and Chhapara respectively. Total 128 entrepreneurs were identified and given required assistance during the campaign at Chapra. The four EDP's include one EDP exclusively for women at Jainanagar. The total candidates who participated in the EDP's was 94 with the following breakup: Women   - 26

OBC       - 18
Minority  - 02
Others    - 44
Total      - 94 The Institute, with the constraints like unwillingness of the candidates in fees and discouraging environments prevailing in the area etc, could mobilise participation of the candidates by using contact techniques and involving the NGO's for the above four programmes.

Ancillary Development/Marketing and Exports

Plant Level Meeting with Barauni Refinery and Hindustan Fertiliser Corporation, Barauni as also Bharat Wagon and Barauni and Muzaffarpur Thermal Power Stations were held and the problems of ancillarisation discussed.

Economic Investigation/Statistical Services

The Institute with the cooperation of officers from the other divisions could attend to the routine work of EI Division. The Institute provided necessary assistance to the SISI, Patna in preparing state profile. The Institute effectively coordinated the activities of the FICs with special reference to the PMRY programme. The Institute participated in the SLIIC and SLRC meeting, particiated in the joint study of applicant units, as per the decisions of the SLIIC and SLRC. Officers of this Institute also participated in the formulation meeting of State Level Apex Committee for the rehabilitation of sick and closed small scale units in the light of the recent State Industrial Policy on the line of BIFR.

Assistance to DICs

The Institute provided necessary guidance and support and assistance to the DIC in the area of clarification on industrial policy. DICs were provided guidance and support in implementation of the PMRY scheme and motivation of PMRY target groups. Officers of this Institute attended most of the task force committee meetings and helped DIC in selection of PMRY beneficiaries. The officers of this Institute took keen interest in delivering talks at PMRY training programmes and thus established a link between EDP trainees for consideration as PMRY beneficiaries. The Institute actively assisted in conducting PMRY training programme for 2 batches during the year. The officers of this Institute reviewed the PMRY programme as assigned by the Development Commissioner (SSI). It also assisted DIC in conducting capacity assessment for allotment/ supply of raw materials. DIC's were also supplied project profiles on the items, as and when required.

Assistance to ST/SC/Women/Weaker Section Entrepreneurs

The institute has a Women Assistance Cell with the objective to empowering women folk of the area. The Women Cell is being equipped with necessary data on counselling and manned with the officer capable of counselling and extending assistance and cooperation to the visiting women. 26 women participants were trained in the MDP at Jainagar of the Institute during the year.

Revival of Sick Units

The State Government has constituted an Apex Body for revival of sick units in place of SLRC comprising members from SISI, Patna, SIDBI, RBI, Industries Associations, NGO's. The Director of Industries is the Chairman of the Apex Body. The Director, officer of this Institute regularly attended the Apex Body meetings for the rehabilitation of the sick SSI units.
