SISI Calcutta (WB)

Introduction

Small Industries Service Institute, Calcutta, with its four Branch Institutes at Durgapur, Port Blair, Siliguri and Suri caters to the needs of existing Small Scale Industries and prospective small scale entrepreneurs of the State of West Bengal and the Union Territory of Andaman & Nicobar Islands.

Workshop Facilities/Testing Jobs Conducted/Revenue Earned

The Workshop and Laboratory attached to the Institute and its Branch Institutes provided common facility services in Machine Shop, heat Treatment, Carpentry, Ceramics & Pottery Development. The Institute also under took developmental job works of zigs and fixtures, manufacturing of press tools, cutting dies, foaming dies, plastic moulding dies etc. During 1998-99, 543 jobs were undertaken by the Workshops and 417 small units took the benefit of the services. The Institute earned a revenue of Rs. 3,29,694/-.

Consultancy Services Provided

The Institute continued to provide Consultancy Services to the small scale industrial entrepreneurs in different fields at different levels. Some of the important areas of consultancy services provided by the Institute during 1998-99 are given below:

Training & Seminars

a) Training

i) Technical Training


The SISI Calcutta, Branch SISI Durgapur, Branch SISI Siliguri, and Branch SISI Suri conducted Skill Development Courses of six months duration for developing the skills of semi-skilled and unskilled workers of SSI units and prospective entrepreneurs. At present this Institute, Branch SISI Durgapur, Branch SISI Siliguri, and Branch SISI Suri are providing such training in the trade of (i) Machine Shop Practice (ii) Heat Treatment (iii) Pottery (iv) Wood Working and (v) Leather Footwear.

A total no of 78 persons were trained and a total revenue of Rs 41,400 earned during 1997-98.

ii) EDP Courses

During 1997-98 13 numbers of product-cum-process oriented EDP courses of one month duration were conducted by SISI Calcutta and its branches at different places under the jurisdiction of SISI, Calcutta. Total 312 entrepreneurs have been trained under EDP Course out of which 50 entrepreneurs have been reported to set up industries. Course fee was collected to the tune of Rs 67,650.
(iii) Management Development Programme

During 1997-98 12 MDP courses were conducted and 357 persons were trained.

iv) Training

Out of the 12 MDP programmes conducted in the year 1997-98, SISI Calcutta organised two training programmes on Export Management and one training course on Export Packaging. Total 180 persons were trained and the revenue earned was Rs 57,950.

The Institute not only imparted training on different courses but it also took keen interest in follow-up action even after the completion of training. As a result, 7 SISI trainees could st up their own units in different lines.

b) Seminars

1) An Awareness cum Workshop on Energy Conservation was organised during the year 1997-98 at Academy of Fine Art, Calcutta, which was attended by about 100 persons from Rolling Mill industries, Rubber industries, Automobile Engineering and other allied groups. The programme was highly appreciated by the Chamber of Commerce and different associations. Rs 5000 was the revenue earned.

2) A Buyers-Sellers Meet was organised at Calcutta jointly by SISI Calcutta and Bengal Chamber of Commerce & Industries. About 150 participants attended the Meet.

3) One day industrial clinic on leather safety boots/ shoes and industrial hand gloves was organised at Durgapur. 20 Entrepreneurs attended the clinic. Experts of leather/ footwear industry and B.I.S delivered lectures to improve the quality of the resultant products. Various technical questions were raised by the entrepreneurs and suitable replies were given by the experts.

4) Workshop of hosiery and readymade garments was organised at Midnapur and attended by 100 participants. Demonstration was given on 40 creative designs on hosiery textile readymade garments, jute and jute diversified products, synthetic clothes, export oriented leather products of novelty trend.

5) The Institute also conducted several one day Awareness Programmes on ISO 9000/ TQM, Energy Conservation/ Energy Audit on Leather Industry, ODS, Pollution Control Measures and Demonstration Programme on Soap & Detergent Manufacture at different places in West Bengal. For the Awareness Programme at Asansol, a revenue of Rs 10,250 was earned.


Modernisation Programme

Modernisation of SISI Workshop, Calcutta: One Computerised Numerically Controlled Electronic Discharge Wire Cut Machine was installed at the premises of this Institute at the end of 1997-98. Under the

Modernisation of SISI (SENET): Under the Modernisation Programme, a Computer Cell under the Small Enterprises Network (SENET) has been set up at SISI, Calcutta. The modification of the computer room, the necessary electrification and the installation of three Pentium computers took place towards the end of financial year 1997-98.

Programmes

Under the modernisation programme, this Institute has also organised 2 programmes on ISO-9000 Quality Management System at Calcutta and Asansol. A total of 58 entrepreneurs attended the programme.

Ancillary Development, Marketing & Export

i) Ancillary Development

Under Ancillary Development Programme, this Instituteorganisedthe following programmes:

1) Seminar on Ancillary Development/ Vendor Development at Calcutta

2) Buyers & Sellers Meet held at Calcutta

3) 146 items identified for development by SSI during the year

4) No of existing ancillary units - 183

5) No of Plant Level Sub Committee meeting attended - 15 Nos

ii) West Bengal Sub-Contract Exchange

Under this programme the following activities were completed during the year 1997-98 by this Institute:

1) Buyers-Sellers meet at Calcutta where local entrepreneurs displayed their products. Information has been collected that the ancillary entrepreneurs have supplied products worth more than Rs 3.5 crores to 19 large scale industries.

2) No of SCX units registered upto 31.03.98 - 1976 nos

3) No of SCX units registered during this year - 76 nos

4) No of units assisted in getting orders - 32 nos

5) Value of orders executed by the assistance of SCX - Rs 3,53,48,896/-

6) Revenue earned by WBSCX - Rs 93,300/-


iii) Marketing

The SISI Calcutta continued to provide marketing assistance to SSI units during the year 1997-98. A total of 205 units were registered under Sub-Contract Exchange. Local units were encouraged by Public Sector Undertakings for marketing their products. One Buyers-Sellers Meet and an Exhibition was also organised for building up a rapport between the SSi units and various large scale private and public sector undertakings. For getting more market opportunity, this Institute prepared a Directory on export worhty units located under its jurisdiction with details of data such as addresses, name of products manufactured, capacity, name of the countries where exported and name of the items having market potential. Moreover a serious thought was also given in preparation of project profiles. While preparing the project profiles, marketability of the items was also considered. During the year under review 75 nos of project profiles were prepared out of which 57 were new and 18 were updated.

iv) Export

The SISI Calcutta continued to provide assistance to SSI units for export promotion. During the year under review, an export manual i.e "Export Procedure, Documentation & Formalities" specially for the Export Management Training Programme was prepared. This Institute has also published quarterly Export Bulletins.

Other activities are:

1. Attended 20 Zonal Advance Licensing Meetings at the Office Jt DGFT. During the year under review around 240 cases from small scale sector were assisted in getting raw materials against their export orders.

2. Attended 20 Export Promotion Capital Goods Committee Meetings during the year. 60 units have been assisted for import of capital goods.

3. Complaints of 90 small scale exporting units have been solved during the meeting of Export Facilitation Cell of Jt DGFT.

4. Attended 9 meetings of Regional Standing Committee of Quality Control. Grievances on quality complaints of 6 nos of units have been solved.

5. Attended 6 State Export Promotion Board (Govt of W.B) Meetings.

6. Export Awards applications received from 16 SSI units have been sponsored to the Ministry of Commerce through DC (SSI) New Delhi.

Economic Investigation/Statistical Services

1) The Institute prepared/ updated three State Profiles in respect of West Bengal, Andaman & Nicobar Islands and Sikkim.

2) During the year, a total of 8 districts of West Bengal were surveyed and reports prepared.

Assistance to DICs

The Institute and its branches are working in close collaboration with all DICs in the state. All kinds of back up support have been provided to DICs throughout the year. The Motivational Campaigns, EDPs, MDPs for PMRY beneficiaries were organised in association with DICs.
Assistance to SC/ST/Women/Weaker Section Entrepreneurs

The SISI Calcutta and its branches continue to provide all types of assistance to SC/ ST/ Women/ Weaker Section entrepreneurs on priority basis.

The list of SC/ ST/ Women/ Weaker Section entrepreneurs trained during the period under review by SISI Calcutta are as follows:

Scheduled Caste - 194 nos

Scheduled Tribes - 20 nos

Women - 325 nos

Physically handicapped - 4 nos

Others - 1434 nos

Total - 1977 nos

Miscellaneous Activities during the year 1997-98

1) Organised Hindi workshop at this Institute and its branches.

2) Officers of this Institute visited various exhibitions/ fairs organised by other departments, associations, NGOs.

3) Rendered Guest Faculty Support to various training programmes organised by other institutes.

4) Prepared 15 nos project profiles for promotion and development of minorities. Expected revenue earned from this work will be Rs 37,500/-

5) By preparing project report and through project appraisal, this Institute earned a revenue of Rs 2,19,100/-

6) This Institute earned a revenue of Rs 3,19,217/- by sending recommendation for NSIC registration.

7) Earned a revenue of Rs 3000/- through capacity assessment.

8) Three practical demonstrations were given in respect of ceramics, general engineering and carpentry by the Mobile Demonstration Van in four district towns of West Bengal during this year.

9) Officers of this Institute attended various meetings both in the district and State Level throughout the year.

10) Officers of this Institute participated in various Seminars during the year.

11) Actions were made to hand over the land and building of closed E.C to India Meteorology Dept.

12) Actions were taken for disposal of closed E.C, Baruipur.
